State Schemes

1. BIJU GRAM JYOTI YOJANA:

The State Govt. of Orissa has launched “BIJU GRAM JYOTI Rural Electrification Programme of the state Government” for electrification of villages / habitation which are not scheduled to be covered under Rajiv Gandhi Grameen Vidyutkaran Yojana (RGGVY). Electrification of un-electrified / de-electrified villages / habitations having population below 100 as per the 2001 census will be covered under this programme.

Objectives:
The scheme envisages up-gradation of capacity of the distribution system in order to cope with additional load, which may include.

  1. Up-gradation of existing Distribution Transformer of appropriate capacity,
  2. Re-conduct ring of 11KV conductor,
  3. Provision of LT less Transformer,
  4. Provision of DT metering for energy audit,
  5. Provision of XLPE AB cable for LT line,
  6. Up-gradation of Power Transformer of 33/11KV Sub-station wherever required,
  7.  Electrical service connection to the BPL households on the pattern of “Kutir Jyoti,.

In this Scheme, Financial Outlay and Expenditure are 250.00 Lakhs & 171.82 Lakhs for the year 2008-2009 and Proposed Financial Outlay is 250.00 lakhs for the year 2009-10.

2. Western Orissa Development Council:

The WODC Act, 2001 widening up the representation of the Council and providing autonomy with Rs. 50.00 crores as Grant-in-aid annually heralded a new chapter in the development of Western Orissa fulfilling the aspirations of the people and generating hopes for new economic agenda. The Hon'ble Chief Minister Sri Naveen Patnaik with his personal initiatives has given this new Agenda of development to the people of Western Orissa. The Council with a Chairman, two Member of Parliament, eleven legislators from Western Orissa, nine Expert Members has been fully constituted. In addition to the districts of Angul, Bargarh, Bolangir, Boudh, Nuapada, Jharsuguda, Kalahandi, Nuapada, Sambalpur, Sonepur, Sundargarh, Athamallik Sub-Division has been included in the Council's jurisdiction.

Objective:
The objectives of the Council have been embodied in the Council Act to (1) upgrade the levels of development with a view to removing regional imbalances, (2) upgrade the relative levels of development in different sectors in each Districts having regard to the levels of development for the State as a whole, (3) prepare long-term and short-term plans and programmes for removal of developmental imbalances and formulate plans and programme accordingly.

In pursuance to these objectives, the Council has identified the sectors-wise deficiencies in development. The main deficiency is on irrigation followed by Roads and Communications, Health, Education and Rural Electrification. In addition to this, regular intervention is necessary for mitigating the natural calamities. As per the objectives and identified deficiencies, the Council prepares its Own Action Plan.

In this Scheme, Financial Outlay and Expenditure are 319.79 Lakhs & 108.21 Lakhs for the year 2008-2009 and Proposed Financial Outlay is 400 lakhs for the year 2009-2010

 

3. Biju Krushak Vikas Yojana:

The scheme Biju Krushak Vikas Yojana (BKVY) has been launched by the State Government in Water Resources Department with proposed outlay of Rs.1000.00 Crores to be spent in 5(Five) years 2000-2005 to irrigate an additional 2,40,000 hect. approximately. The implementation of the scheme actually started during the year, 2001-02.

In this Scheme, Financial Outlay and Expenditure are 104.00 Lakhs & 80.00 Lakhs for the year 2008-2009 and Proposed Financial Outlay is 183.04 lakhs for the year 2009-2010.

4. Biju KBK

With a view to continuing their increasing efforts as well as for maintaining the momentum gathered under the Revised Long Term Action Plan (RLTAP) and upscaling the public investment in the Koraput-Bolangir-Kalahandi (KBK) region, the State Government have launched a new initiative, called "the Biju KBK Plan" under State Plan as a tribute to late Biju Patnaik. Former Chief Minister of Orissa who was the first to articulate the need for long-term measures for development of the KBK region. Emphasis has been given to the areas of “Bijli, Sadak and Pani.

Objectives of Development Strategies for the Plan -
(i) Creating opportunities for economic, social and human development for the people in the region, especially the disadvantaged,
(ii) Accelerating poverty reduction and achieving millennium developmental goals, and
(iii) Improving the quality of life of the local people and bringing the region at par with other developed regions.

In this Scheme, Financial Outlay and Expenditure are 750.00 Lakhs & 330.99 Lakhs for the year 2008-2009 and Proposed Financial Outlay is 750.00 lakhs for the year 2009-2010.
