SELF EMPLOYMENT  

STATE EMPLOYMENT MISSION:  

                        Generation of productive employment opportunity is the key to sustainable economic development, reduction of poverty and equitable distribution of income. The scope of employment opportunities in the organized sector, specifically Govt., public sector undertakings has been reduced.

                        To address the growing problem of unemployment in the state, Govt. have initiated various steps as a part of overall planned strategy. “State Employment Mission” has been created with an aim and objective to facilitate self-employment opportunities through a policy framework. It will also suggest and initiate bold steps for infrastructure development and work as a catalyst to create conducive environment for sustainable wage employment.

                        District Mission has been launched on 14.6.2005 and action plan prepared in consultation with different District Level Officers concerned.

                        Efforts have been made for creation of self-employment opportunities in agriculture and allied sectors. Small scale industries, Forestry, Watershed development, Rural Communication, horticulture, Land Development, Information Technology sector, Handicrafts & cottage industries are other priority areas for taking proactive steps to create wage employment/self employment.

                        Taking into account these basic objectives it has been proposed to generate 49169 nos of self employment through various sectors with an proposed outlay of Rs. 4781.689 during 2005-06 as detailed below.

                        This target has been finalized in consultation with all district level officers on 14.06.2005.

The details of Agriculture, Horticulture, Animal Husbandry, Panchayatiraj Scheme (SGSY), Industry, Welfare of SC/ST Development, Information Technology, Textile & Handlooms are as follows.

AGRICULTURE AND ALLIED SECTORS  

Agriculture strategies have been prepared for diversification of crops from paddy to non-paddy crops i.e. pulses, oil-seeds, plantation and other cash crops. This year the programme for Diversification of Cropping Pattern has been programmed to 17487 hects against the achievement of 13485 hacts in the Khariff-2004. Under diversification of cropping pattern during 2005-06 it has been proposed to create employment opportunity of 7064 nos of individuals. The block-wise and crop-wise programme under Diversification of Cropping Pattern is indicated below.

BOREWELL:

 

            Under Rural Infrastructure Development Fund Scheme, deep borewell programmes have taken up with an objective to create additional irrigation potential in macro scale in the district. Under this scheme each beneficiary will be eligible to avail 50% subsidy in the total cost of the deep borewell project subject to a maximum limit of Rs. 50,000/- . The scheme is monitored by the Krishi Sahayak Kendra Khariar and the subsidy is sanctioned by the Apicol, Orissa, Bhubaneswar. Bank finance up to Rs. 1.08 Lakh is also being sanctioned for all type of farmers. Under this programme since inception, i.e. 2001-02, 195 nos of borewells have been completed creating 390 Hac of irrigation potential and providing 975 nos of employment in this district. Since borewell scheme is successful in the district for creation of additional irrigation potential, it has been proposed to sunk 175 nos of borewells during 2005-06 which will create 350 ha of additional irrigation potential and also create employment opportunity of 875 nos.

AGRO SERVICE CENTRE:

            Establishment of Agro Service centre under special drive on self-employment for unemployed youth has been taken up where a set farm machineries for different unit operations in agriculture, will be procured by the beneficiary either by availing loan from commercial financial institution or self finance. The farmers can take these equipments in custom hiring  basis as and when they need them. 

            The minimum target cost of and Agro Service Centre has been fixed Rs. 5.60 Lakhs. Where the beneficiary is eligible to avail 40% subsidy (20% under sate policy 20% under Revised Long Term Action Plan) subject to a maximum limit of 2.00 Lakhs. The APICOl, Orisswa, Bhubaneswar will be managing agency for implementati0n of this programme through the Krishi Sahayak Kendra, Khariar. 

            One Agro Service Centre will create self employment for the beneficiary along with four other persons directly. It will also create indirect employment of large numbers of people while contributing towards increasing productivity in agriculture. 

            The target for this district is eight nos for the year 2005-06where 40 nos of persons will be employed directly.

FARM MECHANISM

 

            Under work plan on macro management mode, there is provision for 25% subsidy on purchase of different farm machineries details of which is given below.:

 

1.      Tractor- Subsidy @25% subject to a maximum limit of            Rs. 30000/-

2.      Power Tiller- Subsidy @25% limited to Rs. 27500/-

3.      SP Paddy transplantation-Subsidy @25% limited to Rs. 30000/-

4.      Power operated implements-25% limited to Rs. 10000/-

5.      Special Power operated implements-25% limited to Rs. 20000/-

6.      T. D. Rofavator-25% limited to Rs. 20000/-

7.      Manual/Bullock drawn implements: 25% limited to Rs. 1500/-

The beneficiary will procure the machinery through bank finance of self finance and the subsidy is sanctioned by the APICOL, Orissa, Bhubaneswar

  For ST/SC farmers provision for 50% subsidy is there in power tiller (25% from work plan and 25% from RLTAP)

HORTICULTURE  

      Horticultural activities like plantation of fruit crops, orchads development, vegetable cultivation, onion cultivation, flower cultivation, mushroom cultivation, and post harvesting management practices play a vital role in generation of employment. 

 Under horticulture, 3221 nos of employment individual and 646 nos in group, in total 3867 nos of employment will be generated during 2005-06 in different horticulture prprogrammes as detailed below.

Horticulture Mission  

 Govt. of India has Horticulture Mission & this district has been given a target of 1000 Ha of Mango plantation & 25 Ha of banana plantation during 2005-06 1073 nos of beneficiary will be self employed under this programme. Block wise distribution target is as follows.

Compact area fruit plantation under RLTAP

 

            Under this programme, Mango, Guava, Banana have been proposed for compact area fruit plantation during 2005-06. This plantation programme will be taken up through 64 SHGs, the details are indicated below.

  Besides compact area fruit plantation, it has also been proposed to take up the following activities under horticulture which will generate 2140 nos of employment.

III) Training 

                        During 2005-06 it has been proposed to train 8 nos of youth (male & female) in gardening & grafting for self-employment. The duration of training programme will be for a period of six months and the training will be conducted in different training institute like RITES, Bolangir. After completion of the training, they will be self employed in plantation programmes.

ANIMAL HUSBANDRY & DAIRY DEVELOPMENT  

                        Under Animal Husbandry & Diary development programme, total 115 nos of employment will be created under different scheme during 2005-06. The scheme wise details are indicated below.  

i) National Project for Cattle & Buffallo breeding(NPCBB).  

                        Under National Project for Cattle & Buffallo breeding (NPCBB) scheme 5 Gomitra (Private A.I Workers) will be engaged during 2005-06. Now they are under training. After completion of their training, they will carry on the artificial insemination works privately for which they will get remuneration from the farmers.

ii)          Goatery Finance under Self Help Groups 

                        Under this programme it has been proposed 3 Self Help Groups i.e 30 men or women will get self employment for selling male kids, she goats & meats at market. 

iii)        Dairy financed under PMRY 

                        Under this programme, 30 educated youth will get self employment by establishing dairy farm. 

iv)        Dairy cooperative Societies (OMFED)  

                        Under this scheme 50 male or female will be engaged to collect milk from the village for the plant & they will supply the same to the milk union. By doing this work they will get self-employment.

DISTRICT RURAL DEVELOPMENT AGENCY Nuapada.

 

I) Swarna Jayanti Gram Swarojgar Yojana (SGSY)

 

                        Govt has fixed physical target of 1409 swarojgaries and credit mobilization target of 352.29 for the year 2005-06. it has been decided to give loan-cum-subsidy assistance (Bank loan=207.29 lakhs+ Govt. subsidy= Rs. 145.00 Lakhs to 140 Selected self Helf groups of this district for income generating activities such as dairy, Onion cultivation, pisciculture & handloom weaving. The block wise and activitiy wise SHGs to be financed is indicated below. As per norms, out of total target of 1409, self-employment will be provided to 223 SC, 482 ST, 564 women and 42 PH swarojgaries. A Block wise details under SGSY scheme is indicated below.

II) Construction of Market Complex under SGRY.

 

                        During the year 2004-05, construction of 282 nos. of fshop units have been taken up out of the 22.5% fund earmarked for SC/St beneficiaries under SGRY. Construction of 251 nos of shop units @40,000/- was completed during 2004-05. The balance 31 shop units will be completed during 2005-06. 282 nos of shop units will be allotted to SC/ST beneficiaries for their self-employment. The block wise details is indicated below:

a) Self Employment through SGRY  

                        During 2005-06, it has been preproposed to generate 122 nos of self-employment under SJSRY programme in Nuapada district through urban local bodies as detailed below:

b) Training Programme.  

                        Besides running the small business it has also been proposed to provide training to 165 nos of un employed youths of BPL category during 2005-06 in the district. After completion of training in different trade the beneficiaries will be sanctioned loan for running their business for which they ha ve trained. The NACs wise details are indicated below:-

Welfare of ST/SC

a. Organizing Rally for recruitment in respect of persons for Defense Service.  

For providing employment opportunity and to create awareness  among the unemployed ST SC youth for enrolment in defense service a pre recruitment training camp is proposed to hold during the year 2005-06 with a 100 nos of ST/SC youth. 

SELF-EMPLOYMENT PROGRAMME FOR THE YEAR 2005-06 UNDER ORISSA ST/SC DEVELOPMENT FINANCE CORPORATION.  

            The Orissa State Development Finance corporation (OSDFC finance corporation OSBCDFC  & minority development corporation ) has been providing loan to ST/SC/OBC & Minority community youth for self employment. 

            During the year 2005-06, the target for providing self employment opportunities to 555 nos of youths (19 individual, 536 groups) under this scheme. The details are indicated below.
