INFORMATION ON FISHERIES ACTIVITIES OF NUAPADA DIST

Introduction. :
            Nuapada district is located at the North-Western corner of the State and its geographical area is 3852 Sq. Kms. Its Western and Northern site is Chhatisgarh state and eastern site is Bolangir and Bargarh district and Southern site is Kalahandi district. The district has one Sub-division and 5(five) Blocks. The normal rainfall is 1378.2 mm The district is well known as drought prone area of the State. The total population of the district is 5.31 lakhs dominated by rural people of 5.01 lakhs (2001 census). There are 72 nos. of fishermen villages having 1336 house holds and 5978 nos. of fishermen population i.e.Male-1958, Female-2072 and Children1948. 80% of populations of the district are fish eaters.
            The district possess 2564 nos. of Tank and Ponds covering  area1536.09 Ha., 5 nos. of Reservoirs covering area 2032 Ha., 40 nos of MIPs covering area  436.10 Ha and river and Canals covering area 2204   Ha. In total inland fisheries resources of 6209.19 Ha available for pisciculture & capture fisheries.

ii) Adopting modern technology of pisciculture.

 

 

iii) Improving professionalism through training /counseling.

 

 

iv)Forming co-operatives and SHGs for community participation & expanding market potential.

 

 

v) Encouraging private sector to adopt scientific farming applying latest technology.

 

 

vi) Disseminating of new technology.

 

 

vii) Providing livelihood support to unemployed youths through Self Employment Programme.

STAFFING PATTERN

 The District is headed by one Asst. Director of Fisheries –cum-CEO, FFDA Nuapada to look after the Fisheries activities assisted by one Junior Fisheries Officer (laying Vacant) and one Dy. Supdt. of Fisheries and associated with one Head Clerk(laying Vacant),One Senior Clerk(laying Vacant) ,one Junior Clerk& one steno(laying Vacant). In each Block there is one Fishery Extension Officer to manage the Fisheries Extension activities of the Block. Now the district is having regular FEO in Khariar and Sinapali Block, one contractual FEO in Boden Block and there is no FEO in Nuapada and Komna blocks which are managed by one Fisheries Demonstrator and one Fisheries Supervisor respectively.

SPAWN PRODUCTION

            This district is having 2 nos of Chinese circular Hatchery in Govt. Sector i.e., one at Khariar Fish Farm and another at Sundar Fish Farm. Besides there are two nos of Chinese Circular hatcheries in Pvt. Sector i.e. one at Badi and another at Lachhipur of Khariar Block constructed through FFDA programme owned by Sri Susanta Kumar Sahu and Sri Sanjaya kumar Mahouti respectively. The basic aim of these Hatcheries are to produce quality Spawn of Catla, Rohu, Mrigal and exotic carps i.e., Cy.Carpio, Silver carp and Grass carp by induced breeding method.

            Departmentally spawn produced during the year 2009-10 was 109.00 lakhs and 2010-11 was 45 Lakhs against the target of 100.00 lakhs and 60 lakhs respectively.

FRY / FINGERLINGS PRODUCTION

            Departmentally there are 4 nos of Government fish farm in the District which are  as follows:-

The sole aims of these farms are to produce quality fish seeds and supply the same to the pisciculturists. During the year 2010-11 the Khariar fish farm has been transferred to OPDC. Nuapada and Saipala fish farm has been leased out to private parities as per the decision of the Government in Fisheries & ARD Department Govt. of Orissa and the rest Sundar fish farm will be managed under FFDA. Besides there are two fish farms developed through FFDA finance i.e., one at Badi and another at Lachhipur of Khariar block are also producing fish seeds and supplying the same to the pisciculturists of the district.

RESERVOIR DEVELOPMENT UNDER STATE RESEVOIR FISHERY POLICY

            In the District there are 5 nos of reservoir having total water area of 2032 Ha. The fishing right have been transferred to the Fishery Department from Water Resource Department for its development in pisciculture. These reservoirs are tagged with 4 nos of PFCS and one SHG. The members of these society and SHG are paying the annual lease and royalty value as fixed by the Govt. in Fisheries & ARD Department Govt. of Orissa under State Reservoir Fisheries Policy.
            As the poor fishermen are not able to pay the seed cost for reservoir stocking the Department of Fisheries, Govt. of Orissa is arranging funds from different sources to stock the reservoirs with advance fingerling i.e., from RLTAP, NFDB and WODC sources. The amounts provided for stocking of reservoir with advanced fingerlings other activities are as follows: -

 FISH FARMER DEVELOPMENT AGENCY

            Fish Farmer Development Agency is simultaneously functioning in the District headed by ADF-Cum-CEO, FFDA Nuapada and the Collector & District magistrate, Nuapada is the chairman of the Agency.

FFDA PROGRAMME
1.Excavation and renovation of private tanks

            Under this programme, the interested beneficiaries having his own land can avail the Bank finance from any of the Nationalized Banks of his area. For this the beneficiary can go for Excavation of new tank or Renovation of his old tank. The applications are sponsored to the Banks by this Agency and after its suitability the Bank finances the cases for Excavation / Renovation. After development the recommended subsidy is released as per with the financial development i.e., @ 20 % for General category and 25% for ST / SC category for new tank excavation. For renovation old tank @ 20 % of 30, 000 /- per Acre financial limit for General category and 25 % for ST / SC category of 30 , 000 /- per Acre for financial limit.

2. Training

            Training is being imparted to the interested fish farmer on development of pisciculture through new technology. During the year 2010-11, 20 nos of beneficiaries (4 nos from each Block) have been trained under Fisheries Extension Programme for a period of 10 days for growing of fingerlings 10 nos of beneficiaries i.e., 2 nos from each Block have been trained. Apart from this 10 unemployed youth i.e., 2 nos from each Block have been trained on development of pisciculture under Fishery Training Institute, Balugaon for a period of one month.

CONSTRAINTS.

1. No vehicle and driver in this district for smooth supervision of fisheries activities.

2. No required office building with proper sanitation and water supply facility to run the Office smoothly.

3. Shortage of technical man power in the field and office.

4. Financial institutions are reluctant to finance to the suitable new projects under FFDA / NFDB for development of pisciculture.

5. The waters in Reservoir / MIPs are mainly utilizing for Irrigation were sustainable pisciculture is not possible. Besides the basin of the reservoir are full of stumps finding in fishing operation resulting low fish production. 

6. in Reservoir / MIPS during prime period of growth of fish, water is taken out for irrigation resulting low production.

7. Mass fish mortality occurred during deep summer due to sudden heat of water, depletion of oxygen & decrease of water depth below dead storage in the Reservoirs.

 

 

SUGGESTIONS

- Supply of a new vehicle with driver to this district for smooth supervision of fisheries activities.

- Construction of welprotected office building with laboratory and proper sanitation and water supply.

-Posting of required technical officers in the field and office for smooth functioning of the field and official activities.

-Easy availability of financial help to the fisheries sector to increase water resources and adopting new culture practices.

- Increasing water retention capacity of the Reservoirs / MIPs through renovation.

- Clearance of Stumps from the Reservoirs for smooth fishing operation to increasing fish production.

- Judicious utilisation of water in the reservoirs /MIPs for adopting sustainable pisciculture.

-Construction of more number of captive nursery tanks near the reservoirs /MIPs for rearing of fish seeds for stocking in the reservoir / MIPs to enhance the fish production.
