                      Nuapada District was created on 1st.April 1993 by carving out the previous Nuapada Sub-division of existing Kalahandi District with an area of 3408 Sq.Kms consisting 653 Nos of revenue villages having population of 5,30,690 as per 2001 census. The ST/SC Development section started functioning independently from 20th October 1993.

 

Accommodation: - 

                        There is no departmental building for the office of the D.W.O., Nuapada. Now it is functioning in the old bar room of the Sub-Collectorate court building.

Jurisdiction: -

                        The jurisdiction of SSD wing covers  5 MADA pockets and 1 cluster pocket in 5 Blocks of Nuapada district.

                        The Scheduled Tribe & Scheduled Caste Development Section is the nodal section of the district for the welfare of the ST & SC communities. The welfare of the minorities and other backward classes is also the nodal responsibility of this section.

                        This welfare district has an elaborate field formation with one DWO, five WEOs in the blocks. This district covers 5 MADA pockets and 1 Cluster pocket and the Block agency entrusted with programme implementation The Orissa Backward class finance Development Corporation channelises loans targeted for the development of backward classes. Besides the field functionaries and the development agencies, the SSD section also runs a number of residential and non-residential educational institutions and hostels for the benefit of Scheduled Tribe & Scheduled caste students in schools.

Result of Annual H.S.C. Examination of S.S.D. High Schools

 During the year 2006,138Nos.of students in respect of 4 Nos. of SSD High Schools appeared the Annual H.S.C. Examination 2006 out of which 94 Nos. of students come out successful. The position of the Annual H.S.C. Examination for last 3 years is indicated below.

Health Check- Up of the boarders SSD Educational Institutions

  A number ST/SC boarders are staying in the residential Sevashrams, Kanyashrams, Ashram schools, High Schools, 40-seated S.T.girls hostels. The C.D.M.O. Nuapada has been requested to instruct their medical officers to draw up their visit programme for visiting the SSD schools and to check up the health condition SC/ST students in the hostel once in each fortnight. The Para medical staff, health worker working in the area may also make fortnightly visit to the hostels once in each week

Plantation in the SSD educational institutions.

                         The Headmasters of SSD educational institutions have been advised take up massive plantation in the areas of the school/hostels during 2006-07 for better educational environment. In this regard necessary indent of Drumstick/Papaya/Lemon Plants have placed with Horticulturist, Khariar Soon after receipt of seedlings plantation will be taken up in the High Schools/Ashram Schools/ Kanyashrams/ Residential sevashrams of this district during rainy season.

Promotion of educational activities in SSD educational Institutions

                        In accordance with Govt.in School & Mass Education Department Letter No.15438/dt.4.8.2005, the D.P.C., DPEP, Nuapada should provide the following facilities to the SSD schools out of Sarba Siksha Abhijana.

 Grant for Repair of School building

Payment of contingent schools

T.L.M. Grant

 Posting of S.S.S. as per student ratio

           In this regard, the D.P.C., DPEP, Nuapada has been requested to provide the above facilities vide this office L.No.467/dt.20.03.2004 & L.No.1328/dt.24.8.2005

                       Further, the DPC, D.P.E.P., Nuapada has been requested to provide the basic amenities (i.e. Mosquito net, Blankets, Bed sheets etc) to the boarders of SSD Schools. Till date, the D.P.C., DPEP, Nuapada have provided no facilities to the SSD schools. As per student ratio of SSD schools, 43 additional teachers for the SSD Schools are essentially required. The Executive Officer, Zilla Parishad, Nuapada has been requested to provide 43 Swechhasevi Siksha Sahayak as per Letter No.15438/dt.4.8.2005of School & Mass Education Department

Up gradation of Merit for ST/SC Boys and Girls

                        The scheme is aimed at imparting remedial coaching to the ST/SC students studying in Class IX to X with a view to removing deficiencies in their school subject and to prepare them for competitive examination for entry in to professional courses. In order to implement the above scheme Govt. in SSD Department has selected National H/S,

Nuapada and Gopabandhu Vidyapitha, Khariar Road for coaching of SC/ST students. Implementation of the programme is on process.

Introduction of Computer Education in SSD High Schools

                        OCAC has supplied 4 computer sets to each of the SSD High Schools of this district for computer education. The site readinesses in all SSD high schools have been completed. OCAC will start teacher and student training at every school where the Teachers have not taken training. In many of SSD schools, the computer accessories supplied OCAC are not functional.

POST-MATRIC SCHOLARSHIP  

                        Post-Matric Scholarship is awarded at different rates for different courses as per Govt. of India’s scheme. Besides the ST/SC students studying in the colleges and universities of the state our students studying in outside institutions also are eligible to get Post-Matric scholarship. Scholarships to students belonging to ST/SC communities are being awarded with a view to enable poor students to prosecute their school education and higher studies. This has contributed largely to the educational development of the STs and SCs.

ATROCITY  

                        Monetary relief to the SC/ST victims under various atrocity cases are being recommended and financial assistance are being paid to the beneficiaries concerned from time to time after receipt of funds from Govt.in SSD department. So far 18 atrocity cases have been filed in different police station of Nuapada district out of which joint enquiry in respect of 13 cases have been conducted. During the year 2005, monetary relief amounting toRs.25, 500/- has been disbursed to 3 Nos.of SC/ST beneficiaries. During the year 2005-06,monetary relief amounting to Rs.173750/- has been disbursed to 20 Nos of SC/ST victims under atrocity cases.  

INTER CASTE MARRIGE

                          Incentive in shape of cash grant is being paid to encourage inter caste marriage in between general caste and SC/ST community for eradication of untouchability. Incentive @Rs.10, 000/- to each couple is being granted at present. During the year 2005-06, a sum of Rs.3000/- has been disbursed to 1 couple under Inter caste marriage. One case has been filed for sanction of incentive under Intercaste marriage during 2006 and the same is pending due to want of allotment.  

REVISED LONG TERM ACTION PLAN IN ST& SC DEVELOPMENT WING IN NUAPADA DISTRICT

                        ST & SC Development Department has been a major participant in implementation of the RLTAP.The main emphasis was on promotion of female literacy and programme for educational infrastructure among scheduled tribes. So far Nuapada District is concerned, 36 Nos of 40-seated S.T.girls constructed out of RLTAP grant are functioning at present in which, 1440 Nos of S.T.girls have been accommodated. During the year 2005-06& 06-07,the following amounts have been allocated for implementation of various schemes under RLTAP.

MADA & CLUSTER APPROACH IN NUAPADA DISTRICT

                           Special central assistance is being provided by the Ministry of Tribal Affairs for all round development of scheduled tribes in Tribal Sub-Plan areas under MADA and Cluster Pockets of Nuapada District. So far Nuapada district is concerned, there are 5 MADA pockets and1 Cluster pocket functioning in Nuapada/Komna/Khariar, Boden and Sinapali Block of this district. During the year 2006-07,the Govt.in SSD Department has sanctioned grant-in-aid to 5 blocks amounting to Rs. 10648000/- & Rs392000/-under. MADA/Cluster respectively.

ARTICLE 275 (1) GRANTS

           This is an important grant of Ministry of Tribal welfare (G.O.I.) as the funds are released under these schemes against specific infrastructure development and welfare projects.   No fund under this scheme has been received so far from the Government.
